Account locked due to too many incorrect password attempts

I need help accessing my account. After several failed attempts, I finally have the correct password, but now it says, "Account locked due to too many incorrect password attempts." I filled out account recovery forms, but they don't help because the account is years old, and I "cannot provide enough information" to unlock it. Additionally, the phone number on the account is incorrect. Please help.
