Can't access Windows Defender Firewall advanced settings

I can't access the Windows Defender Firewall advanced settings. When I click the button, the cursor changes to a loading symbol, but nothing happens, as if it's stuck before it should ask for permission. I'm trying to fix an issue with the Warframe game launcher, which has problems despite giving the game admin access and manually allowing it through the firewall. I also removed Norton antivirus today in hopes of resolving the issue, but it didn't help. Any suggestions or fixes for this problem?
