Can't change Lock Screen Picture after Windows 11 Update 22H2

I can't change my lock screen picture after the recent Windows 11 update (22H2 OS build 22621.3880). When I try to change it in the personalization settings, it doesn't work. Strangely, when I manually enter lock screen mode through the user icon, I can see the selected image. However, after restarting or shutting down my PC, the lock screen shows just a black screen.
