Can't stop windows defender messages when turned off.

I have turned of W 11 firewall defender but I still get annoying messages.

Settings -> Privacy and security -> Windows security -> Firewall Protection
[Firewall off]

I have just gone there and it was on again. Maybe MS overrules me on this.
