D:\SQLite3.dil is either not designed to run on Windows or it contains an error

Hello there!

I've been facing this issue for the past six months. Whenever I boot up my laptop, I encounter these error messages. Occasionally, some of the drives, besides the C drive, also go missing. I've been unable to find a solution to this problem.
The error message reads: D:\SQLite3.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0x000012f.

What program is being opened that prompts that error? Usually a .dll file [Dynamic Link Library] is not an executable file but a part of and a support file for a program. A number of programs may use a version of the file but frequently include it as part of their install. On my computer it is part of an HP Telemetry program and LibreOffice, stored in C:\ProgramData folder. Windows is installed on the C: drive by default.
