Desktop icons not linked

Anyone know how to link my desktop icons to there start menu's
I installed windows 11 and my desktop icons all showed up, BUT
they go no where when I click on them, and doesn't allow me to delete
ones there. Also can not make new icons.
They just show on desktop like they don't belong

First... Check Windows update and make sure you are currently on the most recent publicly available version and build as depicted below.

As someone who keeps practically no icons on his desktop, I'm probably not the best person to help you sort this, but...
IF you can share a screen shot to give us an idea of what is and isn't working
AND
Perhaps tell us if these are application shortcuts and if the properties of the shortcut seems to pointed correctly.
OR
IF they are actual files. I've actually worked on a few computers where the desktop was covered with word docs, excel spreadsheets and pictures.
BUT

That is the most troubling as it can often indicate corruption of important system files.

As an experiment open
C:\Users\YourUserName\Desktop folder
Compare what you see there to what you are seeing on your actual desktop.
