Explorer toolbar button (or system tray icon) that moves current window to certain position?

Windows has always liked opening new Windows Explorer windows in random places on my desktop.

Does anyone know of a Windows Explorer toolbar button (or system tray icon) that moves current window to certain position (that I set) on my display?

The basic issue is the desktop is not Static like a picture on the wall but Dynamic, always being refreshed albeit so fast not usually seen. I've had some success in holding down the Ctrl key when closing a window, sometimes require a couple three times to 'train' Windows. For a time I was getting a pop-down showing having windows pinned in different locations but now not working after the last update.
