French letters after pressing certain key combinations

Microsoft's response to this issue doesnt help. Simply adjusting Language Settings hasn't solved the problem. The issue apeears when I accidentally press certain key combinations, triggering French letter shortcuts when typing punctuation marks. For example:
Question mark becomes É
Apostrophe becomes è
Front slash becomes é
Backslash becomes à
Quotation mark becomes È
Note that colon and semi-colon cease to function entirely during these instances.
I've selected English Canada in Language Settings, as I live in Canada and occasionally need to type French letters. This issue occurred even when using English US settings, indicating it's not specific to English Canada.
I dont know why these letters appear under punctuation marks, as punctuation is essential in French typing.
