Ghost In the Screen

I grabbed a picture from the internet and did a "save-as" to my computer. There was a clear blemish in the picture and every time my mouse hovered over the blemish, it caused my mouse to spin as if my computer was processing something. In other words, it is the "hourglass" spin. After saving the picture, the clear blemish from the picture remained on my screen and any time I place my mouse inside that blemish, it converts to the spinning hourglass and I cannot complete any commands for anything behind the blemish.
Any suggestions on how to remove this from my screen?

Only possibility I can think of is that something a little dodgy has been "planted" in the picture. If it were me, I would get rid of the picture and find a suitable alternative
