Give us an option to STACK tabs of ANY icon in Taskbar

Firefox taskbar icon was stacked in Win11. The latest Windows update (July 10th?) removed Firefox from overflow & now when I hover over the icon ALL active tabs show across the screen making a visual clutter. (I have many active tabs) Who do I talk to get stack back - a customization option to add icons to the overflow list. .
