HELP! Newly created Win11 Accounts with Administrator rights have no write access to its own folders

Hi all,
Somehow, any new accounts with Administrator privileges could not make any changes to C drive even its own Documents folder. The account that was used to install the Windows 11 worked fine. Even the Hotmail account used for activating Windows 11 also lost access to its own folders.

Does anyone know why it is the case?
