There was a bug in the network adapter that caused DHCP to fail to start normally. It was a minor issue, but I couldn't identify the problem using the new version of the diagnostic tool. Afterward, I found the old version of the diagnostic tool via Google, successfully ran it, and resolved my problem. However, I would prefer to find it within the system.
