How to prevent my monitors from reverting to the same wallpaper every time I start up my computer?

I've set different wallpapers for each of my two monitors, but after shutting down and restarting my PC, they both display the same wallpaper that I applied to just one of them. Is there a solution to this issue?

Probably not changeable until after the OS is fully loaded but even then have to be done manually.
