How to require username and password to log in

I like to set up my login to require entering both a username and password, a habit from high school, college, and several workplaces. Currently, my Windows 11 is set to prompt for both credentials, and I use a local account. If I sign out, everything works fine. However, if I shut down or restart without logging out first, it remembers my username on startup. Changing settings in the local security policy hasn't helped. Any ideas on how to fix this?
