How to switch on laptop after failed factory reset?

Two weeks ago i wanted to reset my laptop due to a forgotten password. However, it remained stuck at 64% for the entire week. I closed the laptop. Now, I'm trying to turn it on again to restart the factory reset process and it won't turn on properly. The power icon keeps flickering on and off. How can I resolve this? It's crucial for me to have my laptop operational to complete my work.
