"If you shut down now, you could lose unsaved work" even though not logged in

When I first turn on any of my Windows 11 PCs, they show the lock screen.

However, if I click on the Power icon then click 'Shut down', I get a dialogue stating:

"If you shut down now, you and any other people using this PC could lose unsaved work."

Why does this appear, even though no one is logged in?

From Task Manager click Users tab, make sure your user account is the only user account that is login if there are any other user accounts disconnect them by right clicking user account and select Disconnect.

try again .. please post result ..

On my specific system, only one entry, which is my user account.

Have you checked if your system is configured with a single user or multiple users? Based on your statement, I believe it's a single user, but I still recommend checking it.
To resolve the issue:
  1. Open Task Manager and go to the Users tab. Make sure only your account is listed. If there are any other accounts, disconnect them.
  2. Open Command Prompt in Admin mode, type query session, and use logoff <session ID> to disconnect any other active sessions.
  3. Ensure all apps are closed before shutting down.
  4. Restart your PC to check if the issue is resolved.
