Installing .msi files and accessing utilities

I reset my PC and removed everything. When the OS reinstalled automatically, I realized I'm missing some utilities like Edit Group Policy and Disk Management that were there before. I can't install .msi files; it says to get suggestions from the Microsoft Store. The Windows key + X shortcut won't open the menu, and right-clicking on the Windows icon also doesn't work. What should I do?

To begin with, I'd try this troubleshooter:

Tweaking.com Windows Repair also has an option to repair the Installer:
