KB5039212 Won't Install

Hey all, l'm having trouble installing the Windows KB5039212 update. It initially refused to download/install correctly but I managed to get past that stage by disabling my antivirus/firewall. Now, it's stuck in the "pending restart/restart now" phase. Every time I restart the PC, it states it's updating, but when I check for updates, it says it needs to restart again to install.

I'm confused and unsure what to do. I need to install this update to troubleshoot why some other programs won't install. The troubleshooters provided by Windows haven't been helpful. Any suggestions
