Locked Files on D Drive After Formatting PC

I have Windows 11 Pro, and due to some issues, I backed up my C drive (including desktop, documents, and downloads) to the D drive. After resetting and reinstalling version 23H2, all the files on the D drive, such as Word, Excel, PDF, and AutoCAD files, became password-protected and inaccessible. Even after setting permissions for the administrator, I'm still unable to open them.

I don't know why this is happening. Can someone help?

Did you set Bitlocker or any other protection software to the D drive? .. else;
  1. Run a disk check using CHKDSK command.
  2. Run a system file check with sfc /scannow command.
  3. Complete a startup repair with "bootrec /RebuildBcd", "bootrec /fixMbr", and "bootrec /fixboot" commands.
