Loud Buzzing in Right Ear

i hear a loud buzzing sound in the right ear and a horrible echo when i plug in my headset to my computer for almost a year now.
i've tried changing settings, disabling and uninstalling the device, but nothing in the sound settings or properties helps. The noise even occurs in the BIOS.
My speakers don't buzz like the headset but sometimes fail to produce sound on one side occasionally switching sides when turned on or off. Rarely, they buzz, but only a few times.

i just want to use headphones without this noise and use my computer for voice chats. Please help!

It's nearly impossible to help without knowing about the computer. A major question is whether the same problem exists with another device that produces sound such as the old Sony Walkman, either CD or audio tape/cassette, or portable radio. The reason for the question is to eliminate a hearing problem with the user, unwanted sound can be irritating, I get one every once in awhile. If it turns out to be in the computer it may need to have a sound card installed and disable the onboard adapter, cheaper than a new computer.
