What brand/model of laptop are you using? Sometimes the touchpad is simply turned off with a button right above it. It also could be disabled in the device manager. Worst case scenario is that your touchpad has gone bad...
Also, in addition to the Fn or Fn+Fx key for disabling it some models will have settings that automatically disable the TouchPad when a USB Mouse is plugged in.
