Not able to create local account

Not able to create a local account. My Dell Latitude system directly asks me to sign in to a Microsoft account. Please help.

Is that during installation or has it already been set up with Microsoft Account and a Local Account is desired? I got a cheap-o Notebook back in Dec. that wouldn't allow initial setup as Local, only Microsoft but it came with a year of Microsoft 356 so I left it that way. My other machines are all on Local Accounts, after setup I create new Users with a slightly different name as Local, signed out then rebooted to get the 2 choices. After logging into the Local I could remove the Microsoft.
