Persistent Lag Issues with Specific Programs on High-Performance PC

I'm experiencing significant issues with three programs on my computer that cause severe lag and render it unusable for a period of time after opening them. Specifically, Asus GPU Tweak 3 and MSI Afterburner both induce major lag until they fully initialize. Additionally, Sea of Thieves starts causing lag about 10 minutes after launching the game, which lasts for approximately 1 minute before returning to normal.

I've applied various solutions, including BIOS updates and driver reinstalls, but these problems persist. My computer specs are AMD Ryzen 9 7950x3d, Asus Crosshair X670E Extreme motherboard, Gskill Trident Z DDR5 64GB RAM clocked at 6000Mhz, Asus Strix RTX 4090 GPU, with WD Black SN850X 2TB as my main drive and WD Black SN850X 4TB as my gaming drive.
