pua:win32/vigua.a detected everytime I try to remove it it comes back

Hi! I've searched everywhere for the file, but I can't locate it. It's supposedly in my recycle bin, but I can't find it there either. In the past four months since I've had my computer, I've encountered two viruses before this one. I'm seeking reliable protection, and I used to use Norton, but I've heard mixed reviews about its effectiveness. What elses should i try?
