Right & left arrows missing in photo folders

These arrows are missing in some of my photo folders. I need to be able to scroll through as I edit and remove old photos.

This made me curious

So, I have A pictures folder and when I r.clik on an image and choose open, it opens in this application that allows some functions.

That application thing, whatever it is, does have the arrow R and L to scroll but you must "hover" to see them.

Now I wonder if I have pictures in a folder that, say I just made and stashed pix in... if I r.clik on one of those pix and chose open do they open different for some reason and why?

Perhaps for whatever reason depending on location you must chose "open with" /...
