Snip & Sketch unminimizes minimized windows

When I use Snip & Sketch, I use the feature where I click "+New," and then drag a rectangular area to take a partial screenshot rather than to capture the entire screen. Very often when I release the left mouse button and the end of dragging a rectangular snipping area, Windows Settings or MS Camera will get unminimized and come into the foreground, even in front of Snip & Sketch. Then I have to click off that unwanted window, or re-minimize it, to be able to see the snip in Snip & Sketch. This only happens when Settings and Camera are minimized, it does not happen if they are closed. What is happening and how can I make it stop?
