The language bar keeps disappearing

I have windows 11 and 2 displays.

I used to have the language bar docked in the taskbar on the main display. The language bar keeps disappearing. I go to Text Services and Input Languages.

I have options: floating on Desktop, docked in the taskbar, hidden. For some reason, the option Docked in the taskbar is greyed out. I want to use this option.

But the main question is, how do I prevent the taskbar from disappearing?
