Why does my screen appear gritty/grainy when I watch a video in fullscreen?

Whenever a video plays in any tab and I maximize the window or put the video in fullscreen, my entire display momentarily goes black and then returns with a sharp, gritty, and grainy appearance. Each pixel stands out more. This issue persists until I close the tab and open a video on my computer, then fullscreen it and exit fullscreen mode, or I use the Windows shortcut Windows button + Ctrl + Shift + B to restart my graphics driver. Both methods restore my display to normal, unless the problematic tab is still open. Occasionally, certain games also trigger this display problem when launched.

I've encountered this issue before on a previous laptop but never found a solution. How can I prevent this from happening?
