Why does my second monitor turn off when I switch off my TV?

Also, why does Windows forget my audio settings when I turn off the TV? When my TV is turned off, my second monitor on the desk shuts down, and Windows disables it. Re-enabling it causes connectivity issues with the TV. This didn't happen with my old TV and I've tried adjusting display refresh rates to no avail. When the TV is turned off, Windows forgets the audio settings for it, treating it like a new device. The issue persists even after updating display drivers.
