Windows 11 Automatic Update KB5040527 Causing Ongoing Restarts

The 2024-07 Cumulative Update Preview for Windows 11 Version 23H2 for x64-based Systems (KB5040527) has installed and is now causing ongoing system restarts. Every time the system restarts, it wants to restart again.

How do I fix this issue?
