Windows 11 Blank Screen Issue

My Windows 11 PC shows a blank screen with a cursor before login. Safe mode and recovery mode attempts failed. Keyboard shortcuts and actions didn't help.
Interestingly, leaving it idle for a few minutes displays the pre-login screen, but any interaction returns to the blank screen.
How can I resolve this?
