Windows 11 task manager not working ..

It's ridicules. Why show a task manager in windows 11, when they not mean it? Where is "management" part when yes it displays running tasks with possibility to select end, but when ctrl-alt-del button function in WINDOWS 11 no longer abrupt calls task management concerning a program "out of touch"? It is not possible to throw out such failure.
It is stupid like losing control with windows update. It's tyranny! and gun control. Where's freedom of speech he he in microsoft product, windows update also .. he he .. he he.

There's at least 3 ways to open Task Manager, right-click of the Taskbar, right-click of the Start/Windows button/icon and the usual Ctrl+Alt+Del. Granted, the view is changed some from the Win10 version but so far I've not found anything missing in it, just different display of choices.

You might go to All Apps and the Feedback Hub to post your rant/displeasure at the march of technology as, to quote Bob Dylan, "the times, they are a'changing".
