I've upgraded to Windows 11, and core isolation won't activate due to this driver associated with Xbox 360 controllers. I've tried removing it using command prompt methods, which successfully removed one instance, but another instance remains. I cannot locate this remaining instance through command prompt or system information search. How can I find and remove it to reactivate core isolation?

Try checking Device Manager for any hidden devices. Go to View > Show hidden devices and look under "Universal Serial Bus controllers" or similar sections for any entries related to xusb21.sys. You might be able to uninstall the driver from there.
