I have found that, if I select it, and print (even a test page) next session it has indeed, moved to the top as the default

Try this! I was able to get it work with this change.
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Edge (Edge Key(Folder) needs to be created) then create DWORD 32-bit Value: "PrintPreviewUseSystemDefaultPrinter", Value data: must be set to "1". After reboot this finally works.
