Try to restore Windows to a previous restore point:
Power down the PC.
Power it back on when the Windows spinning circle logo appears then press and hold the power button to force close the PC.
Power the PC back on.
Repeat the Force Close step once more. You will interrupt Windows boot 2 times by force closing it.
On the 3rd Time Power the PC On and let it boot up.
Windows will boot into System Restore Environment.
Select Troubleshoot on the First Screen.
Select Advanced Options > System Restore.
Follow with Next until asked to pick a restore point.
Select the Most Recent restore point.
Proceed with Next > Next.
Wait till Windows Reverts back all changes, then restart your PC and let it boot up normally.
