Security issue

Dear all

I had the phenomena that some programms did not work on C Drive, but in D Drive they worked.
So I tried to find a solution in the security settings and clicked some of them.
the result was/is horrible. No programm does work anymore, access denied.
Even as administrator, no joy.
Only the build in Administrator still works (I have activate him )
Any ides where to look to get this back to default?
Any help appreciated, it is a brand new PC, 13900 KS watercooled.
